School board to approve final budget tonight

CONYERS -- The Rockdale County Board of Education is scheduled to vote on a final budget for next school year during tonight's monthly meeting.

The board will decide between one of three new options presented by Rockdale County Public Schools for the 2011-12 school year.

In May, the school board approved one of two budget options presented for its tentative budget, which it is allowed to change until a final budget is approved.

The option approved would have allowed RCPS to continue with its custodial services with a modified delivery model, instead of outsourcing the program as originally proposed by RCPS to save $1 million.

That budget would have totaled $125,444,519 and the school board's reserve fund balance would have been reduced by $2.1 million to make up for any shortfalls expected due to decreased revenues.

Last week, RCPS officials presented the board with three new options, although they are recommending that the board approve Option 1 in which all staff would maintain the current rate of pay while outsourcing custodial services and reducing the fund balance by nearly $2.2 million.

Option 2 would combine outsourcing custodial services while maintaining current staff until natural attrition would allow the system to move to a total outsourcing model; nearly $2.8 million would be reduced from the fund balance.

Option 3 would maintain the current custodial services with a modified delivery model, reducing the fund balance by $2.1 million.

RCPS has proposed that the board contract with the national company GCA Services Group to provide custodial services for the system.

Other cuts to the budget include removing three staff days from the calendar to save $1.5 million, suspending the alternative retirement contribution for the third consecutive year to save $3.6 million, deferring textbook purchases for the second consecutive year to save more than $2.7 million, deferring computer and laptop replacements to save more than $1.5 million, increasing class size to eliminate 58 teacher positions to save nearly $3.9 million and eliminating 17 central office positions to save nearly $1 million.

The school board held a public budget hearing last week before its monthly work session in which members discussed the new options to receive input from the public. However, nobody commented during the meeting.

Today's meeting is scheduled to begin at 7 p.m. in the board room at the RCPS administrative office complex, which is located at 954 North Main St. in Conyers.

The board is scheduled to approve a millage rate in July or August, according to its budget calendar, depending on when the tax digest is available from the Rockdale County Tax Commissioner's Office.

Please cut about 10k off of the Assistant superintendants and Dr Brundage's salaries. The system Lawyer too. Those people are truly not helping us when it comes to enforcing discipline and getting rid of the problem students. They are standing around, playing the game, and keeping their mouth shut without any real results. We have had an influx of bad students in the past few years and we have not made the adjustments that need to be made. If we are going to keep these guys, at least cut their pay.
